Quality Backlinks: A link back from a relevant websites with less outbound links and proper anchor text.

Backlink: A linkback from ir-relevant website with many outbound links and not proper anchor text.

Your question is difficult to answer because they are not mutually exclusive. Backlinks are any link pointing to your site whether they are quality or not. As sufi said, quality links are relevant and decrease in value as the source links to more pages. Links that are of low quality count as back links but they give you very little benefit.
