high PR one way backlinks?

What are the ways to get some actual high PR backlinks ( not high PR domain backlinks) other than do follow blog commenting?

Find relivent sites and buy advertising on them...... Either that or create some seriously good content and promote it so people will find it and link to it from quality sites.. You know, "link bait" ;)

Thanks. I also think link bait can be very useful instead of paying for links.

Link baits are helpful but make sure they are at a home page only, because if it show that every page on the site then it may give a negative effect. Because same keyword targeted from same website seems like Spamming.:eek:
